Story short, I use Google Drive to store my photos, migrated recently from Dropbox. Photos sync works, I can access them in the Cloud and synchronize them to the computer via Google Drive. Yet there is one issue with Windows 8/10. If you put Google Drive to the library or even add it to the Photos app, it will not generate or even bother to index them, not sure if this is Google or Microsoft issue, but fix is quite easy. Windows 8.1 comes pre-installed with Metro Skype, do not know about you, but I personally hate it, but since you can remove it and install good old desktop version it was not a big deal.
However noticed that once desktop version was installed, it simply did not launched, even after deleting old files from %appdata% of Skype, during launch new files were created, but software would not launch.
In order to fix it, I had only to enable .NET Framework 3.5 (includes .NET 2.0 and 3.0) from Windows features and that did the trick.
